Electric Vehicle and Plug-in Hybrid Vehicle Incentives
California Clean Vehicle Rebate Project (CVRP)
The California Clean Vehicle Rebate Project offers rebates of up to $7,000 for the purchase or lease of new, eligible zero-emission vehicles. Dublin Nissan has more information on CVRP. Click on the link to learn more about the program.
Clean Vehicle Assistance Program (CVAP)
The Clean Vehicle Assistance Program provides grants up to $5,000 and affordable financing to help low-income Californians purchase a new or used hybrid or electric vehicle. Our goal is to make clean vehicles accessible and affordable to all who qualify.
A rebate of up to $2,000 is also available for participants to purchase and install a home charger. CVAP cannot be stacked with Clean Cars for All.
Driving Clean Assistance Program (DCAP)
Through a partnership with the California Air Resources Board, CHDC is proud to offer the opportunities for customers to purchase a used reliable advanced technology vehicle.

Financing through Travis Credit Union and Beneficial State Bank
A rebate of up to $2,000 is also available for participants to purchase and install a home charger. DCAP cannot be stacked with Clean Cars for All.
FastTrak Discount
Eligible Clean Air Vehicles (CAVs) receive discounts on all state-owned Bay Area toll bridges (but not the Golden Gate Bridge) and toll-free travel in express lanes.
Federal Tax Credit
All-electric and plug-in hybrid cars purchased in or after 2010 may be eligible for a federal income tax credit of up to $7,500. The credit amount will vary based on the capacity of the battery used to power the vehicle and the manufacturer of the vehicle.
High-Occupancy Vehicle (HOV) Lane Access
The Clean Air Vehicle (CAV) program is administered by the Department of Motor Vehicles (DMV) in partnership with the California Air Resources Board (ARB). The program authorizes a qualifying vehicle that meets specified emissions standards to be issued a CAV decal to allow single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes.
Note: For a vehicle purchased on or after January 1, 2018, the DMV cannot issue a CAV decal to an applicant who has received a consumer rebate through the Clean Vehicle Rebate Project (CVRP). An applicant whose gross annual income is above specified thresholds must choose between a CAV decal or a CVRP rebate.
MCEv Program
The MCEv Vehicle Rebate Program is helping MCE customers to lower the price of new electric vehicles (EVs) for income qualifying customers with a $3,500 EV rebate (post-purchase). Both purchased and leased EVs are eligible. If you're eligible, your MCEv rebate application automatically creates your application to Clean Vehicle Rebate Program (CVRP). MCE can also help qualifying customers to combine this rebate with other incentives for a total discount of up to $19,000 for a new EV.
Peninsula Clean Energy – Drive Forward Electric
The Peninsula Clean Energy DriveForward Electric Program is making it more affordable for income-qualifying San Mateo County residents to purchase a used electric vehicle (EV) by providing a vehicle incentive up to $4,000. Only $2,000 can be stacked with Clean Cars for All.
California Clean Fuel Reward
California Clean Fuel Reward program offers up to $1,500 off the purchase or lease of an eligible new Battery Electric (BEV) or Plug-in Hybrid (PHEV) vehicle.
Electric Vehicle and Plug-in Hybrid Charging Incentives
Alternative Fuel Infrastructure Tax Credit
If you purchased charging equipment in 2020, you are eligible for a federal tax credit of 30% of the cost of your equipment and installation, up to $1,000. Use IRS Form 8911 to claim this credit. Make sure to save your receipt from purchasing the charging station and get an invoice from your electrician. Keep in mind that you need to have a tax liability (in other words, you need to owe taxes) in order to claim a tax credit.
City of Mountain View – Charging Station Financing
CaliforniaFIRST offers low-cost, long-term, 100 percent up-front financing for residential and commercial energy efficiency, renewable energy, and water conservation upgrades that are permanently affixed to the property. Eligible buildings include single-family homes, multi-family buildings (5 or more units), and commercial/industrial properties.
Sonoma Clean Power – GridSavvy
SCP provides a free Level 2 (32-40 amp) smart, internet-connected charger to eligible customers.
Customers pay upfront for 50% of the charger cost, sales tax, a $50 shipping and handling fee, plus any installation costs. After the charger is installed and activated, SCP credits back the initial payment minus any installation costs.
Pacific Gas and Electric – Electric Vehicle Rate Plans
PG&E offers two electric vehicle rate plans for residential customers. Home Charging, EV2-A combines your vehicle's electricity costs with those of your residence. EV-B involves the installation of another meter, which separates your vehicle's electricity costs from those of your home.
Other Incentives
State of California – Consumer Assistance Program Vehicle Retirement
The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair. The purpose of CAP is to improve California's air quality by reducing vehicle emissions. If you own an operational vehicle that recently passed or failed a Smog Check inspection, you may be eligible to receive an incentive to retire your vehicle. CAP cannot be stacked with Clean Cars for All.
Income-eligible consumers who meet program eligibility requirements may receive $1,500.
All other eligible consumers may receive $1,000.
Vehicle Buy Back Program
The Vehicle Buy Back Program will pay Bay Area residents $1,200 to scrap their operable, registered 1997 or older vehicle. For your vehicle to be eligible, it must meet Vehicle Eligibility Requirements and pass a Vehicle Eligibility Inspection (we website for complete details). The Vehicle Buy Back program cannot be stacked with Clean Cars for All.
